CBC partnership Tsenovo-Hotarele-Greaca against nature risks

What’s the goal?

To improve joint risk management in the CBC area through the development and adoption of a joint cross-border partnership between Tsenovo Municipality, Hotarele Commune and Greaca Commune so that they can better co-ordinate and react efficiently in emergency situations caused by natural disasters, such as flood, fire, heat waves, landslides, rain/snow storms.

How is it going to happen?                      

  • Elaboration of a common strategy on better co-ordination and efficient reactions of a joint cross-border partnership between the project partners;
  • Set up of harmonized integrated tools for risk prevention and mitigation through the development of a joint mechanism for risk prevention, mitigation and coordination;
  • Exchange of experience and knowledge, including raising awareness in the field of efficient risk prevention and management in the cross-border area (including training and learning programmes, community-based training initiatives, information sheets, brochures about natural and anthropic hazards) targeted at specific target groups (children/youth, development planners, emergency managers, local government officials, etc.) through the organization of 3 awareness raising campaigns and 3 trainings on the hazards and risk and on the measures for their mitigation, management, reduction.

What will be the results (what’s the contribution to the Programme)?

Programme outputs: 10,975 Population benefiting from flood protection measures

Project status

The project is finalized and the main achievements are as follows:

- 1 joint partnership have been concluded between the 3 Project Partners;

- The Strategy on better co-ordination and efficient reactions of a joint CBC partnership have been elaborated;

- 3 round tables have been organised, one on 09.12.2019 in Tsenovo Municipality, another one on 12.12.2019 in Hotarele Commune and the third one on 13.12.2019 in Greaca Commune for Key stakeholders (regional and local authorities and institutions, etc.) within the Ruse-Giurgiu cross-border region;

- All of the intervention equipment in the field of hazard management and disaster resilience foreseen within the project have been delivered to the Beneficiaries, namely: 1. On behalf of LB - a specialized automobile with a 4x4 wheel formula, high clearance to perform tasks in severe weather conditions and heavy terrains, flooded areas, forest areas and fires, along with a blade for snow removal, a sandblasting device and a special equipment that will be used to clean drainage and irrigation channels, ditches, banquets, drainage, grass and shrub removal, and maintenance of fire bands;

2. On behalf of B2 - a backhoe and a tractor equipped with all the necessary technical accessories in order to intervene in case of floods;

3. On behalf of B3 – a tractor, along with a snowblade, snow blower and a trailer;

- The Common Study on risk management in the Romania-Bulgaria cross-border region have been elaborated;

- The project web platform that will provide assistance for risk prevention, mitigation and coordination have been developed and can be found on http://teoszansoft.ro/tact/;

JEAND (ROBG-416)

Joint efforts against natural disasters

What’s the goal?

The overall objective of the project is to ensure rapid interaction and cross-border cooperation in case of emergencies caused by natural or man-made disasters.

What’s the budget?

937,151.73 euro, out of which 796,578.96 euro ERDF

Vratsa (Bulgaria)

How is it going to happen?

  • the development of well-structured joint action plans and strategies;
  • coordination of joint initiatives, such as: exchange of know-how, training, exchange of resources and equipment;
  • permanent monitoring of the current situation and identification of potential risks;
  • involving the population by providing information about appropriate behavior and possible risks so that they can be avoided and minimized;
  • introducing measures and rules to prevent natural and man-made hazards at local and cross-border levels;
  • the implementation of the early warning system, where this would lead to specific preventive actions;
  • modernizing the tools and equipment needed to carry out specific tasks and actions;
  • reconstruction of the landslide area. 

What will be the results (what’s the contribution to the Programme)?

Programme outputs: 1 joint partnership in the field of joint early warning and emergency response, 22,000 people benefiting from risk management actions and flood protection measures, 385,000 people benefiting from forest fire protection measures.

Programme results: increasing the quality of joint risk management in the cross-border area.

Project status

The project is completed and all project related activities have been completed.

LB, the Municipality of Mezdra, has completed the implementation of work activities for the consolidation and reconstruction of an area where landslides are registered, along the route of the road connecting the villages of Zverino and Ignatitsa. The use permit was issued on February 28, 2020 by the National Directorate for Construction Control in Bulgaria. LB completed the information campaign among representatives of the municipal administration, representatives of the state administration at the local level, municipal structures, teachers from schools and kindergartens. LB also developed the "Strategy and Joint Action Plan" in case of disasters.

B2, Mehedinti County Gendarmerie Inspectorate, purchased the following equipment for extinguishing forest fires: two 4x4 pick-up vehicles for actions in the field of extinguishing forest fires; a 6X4 multipurpose vehicle with crane; a mobile container for transporting materials (sand); a mobile container for transporting fire-fighting equipment; firefighting equipment, two glucometers, two first aid kits and a drone.

Also, within the project, on 23.08.2022, a joint partnership between the Municipality of Mezdra and the Inspectorate of Gendarmes Mehedinti was concluded in the field of early warning and response to emergency situations.

“Creating an innovative and integrated cross-border tourist product between “Vrachanski Balkan” and “Iron Gate” natural parks”

What’s the goal?

The overall objective of the project is to promote the joint sustainable and balanced economic development of the territories of “Vrachanski Balkan” and “Iron Gate” natural parks” through diversification of tourism supply and development of tourism based on cultural and natural heritage as a factor for effective use and exploitation of common advantages and potentials and overcoming imbalances in the region.

Start date: 21.05.2019

Duration: 48 months and 30 days

Where is it happening?

Vratsa District in Bulgaria

Mehedinti County in Romania

How is it going to happen?

  • Creation of a strategy and developing a tourist product;
  • Creation of a joint integrated innovative tourist product – Cross-Border destination for tourism, based on cultural and natural heritage and performed promotion of a common positive image of two natural parks through modern 3D technologies;
  • Building up a Cross-Border network, uniting all the interested parties and a developed capacity for joint strategic planning, management and sustainable development of tourism, growth of the tourist visits and the revenues from tourism in the two parks;
  • Repairs and preparations of premises for demonstration digital halls.

What will be the results (what’s the contribution to the Programme)?

Programme outputs: One common strategy, policy or management plans for valorizing (including raising awareness) the cultural and natural heritage through its restoration and promotion for sustainable economic uses; One integrated tourism product/service; 15,000 expected number of visits to supported sites of cultural and natural heritage.

Programme results: 12,000 tourist overnights in the Cross-Border region.

Project status

The project is finalized.

Lead Beneficiary:

It was elaborated the Preliminary study for identification of the most attractive pilots sites for digitization in Vrachansk Balkan Natural Park. The study proposed 15 objects for digitization, including nature sites, cultural sites and eco trails in the both parks.

LB finalized the digitization of the territory of “Vrachanski Balkan” Natural Park, performing aerial photogrammetric and 8 of sites were selected. The “Visitors Centers Natura” in Vratsa was renovated.

The web platform of the project was developed at https://digiparks.eu/.

Also, the Strategy and Action plan for digitalization of the heritage in both parks were finalized.

Beneficiary 2:

It was elaborated the Preliminary study for identification of the most attractive pilots sites for digitization in Iron Gates Natural Park and 7 of them were selected.

The beneficiary completed the digitization of the territory of the “Iron Gates” National Park, performing aerial photogrammetric inspections and the repair of the Documentation and Information Center in Dubova.

Multi-cultural heritages and yachting on natural heritage Black Sea for a sustainable and creative tourism development on the cross border area Constanta Dobrich

What’s the goal?

The overall objective of the project is to diversify touristic offers during season in Constanța-Dobrich cross-border region by developing innovative and creative tourism products

What’s the budget?

473,652.91 euro, out of which 402,604.97 euro ERDF

Who is doing it?

End date: 31.08.2021 (extended with 6 months)

How is it going to happen?

  • 1 preliminary study;
  • 2 workshops;
  • 5 touristic products;
  • 2 smartphone applications;
  • 1 manual on creative tourism;
  • 1 study on trends in creative tourism;
  • 1 joint marketing strategy
  • information and promotional activities

What will be the results (what’s the contribution to the Programme)?

Programme outputs: 2 integrated tourism products/services created, 10.000 expected number of visits to supported sites of cultural and natural heritage and attraction, 1 strategy for valorizing the cultural and natural heritage.

Programme results: increase of the number of overnights in the CBC area with 10.000.

Project status

The implementation period of the project ended on 31.08.2021.

All the project activities were finalized.

The artistic show on multicultural customs on wedding was finished.

The demonstrative touristic products “2 days multicultural customs route” took place in the period of 29th – 30th of July in Constanta County and Dobrich region. 32 representatives of the target group participated – 10 from Bulgaria and 22 from Romania.

LB the service for film broadcasting. The majority of the project activities which were already finalized, namely demonstrative “3 days cross border yachting tour”, demonstrative “3 days religious tour”, demonstrative “3 days sand construction festival”, demonstrative “3 days cross border dance festival for amateur tourists”, and the organized events can be seen on the project’s website, accessing the following link: https://www.multicultya.eu/video.php?lang=ro.
